ONE in seven workers failed to make it into work during the heavy snow and severe weather earlier this year, according to new figures from the Federation of Small Businesses.

Its ‘Voice of Small Business’ survey, produced in conjunction with ICM, shows that transport disruption and school closures meant parents had to stay at home.

Just over half of those small firms surveyed said they were prepared for severe weather disruption. However, on average a small business with seven members of staff saw one employee absent on at least one occasion - that is 15 per cent of staff from responding businesses unable to make it into work for at least a day because of the weather.

‘PAY fair and we’ll help each other get through these tough times.’

That is the message from East of England Development Agency chief executive Deborah Cadman. She has urged businesses to sign up to the government’s Prompt Payment Code, which commits them to paying their suppliers on time.

She is also to write to local councils, health bodies, public sector organisations and business groups who have yet to sign up to secure their commitment to the code.

Mrs Cadman (pictured) said: “The costs to business of late payments is quite staggering, with one in four companies going insolvent as a result of their invoices not being paid on time.

RESTAURANT owners in Milton Keynes and Bedfordshire will no longer be able to make up their waiting staff’s wages with tips from October.

New rules introduced alongside increases to the national minimum wage mean that waiting staff will earn extra cash, according to experts at Milton Keynes-based law firm Tollers.

The minimum wage is rising to £5.80 for adults from October 1. Current legislation allows restaurant owners to use tips taken by staff in order to make up their wages to the national minimum but this practice will be outlawed under the new legislation.

UK FISCAL policy is in an alarming state, according to the Institute of Directors in its 2009 Budget submission to the government.

The current position is unsustainable, the IoD has told Chancellor of the Exchequer Alastair Darling, and requires a radically different approach. Beyond the current recession there is a need for a clear policy on tackling excessive spending.

A cut in public spending to 35% of gross domestic product by 2020 would put the UK back in the world class league of competitive economies, it says.

Theo Chalmers gives his reaction to news that a planning application for the first batch of improvements to thecentre:mk have been withdrawn.
I AM WRITING this column with about five minutes to go before it has to be sent to printers. The reason? Well about an hour ago I learned that Turley Associates, the planning consultants working with thecentre:mk owner PruPIM has withdrawn its application which was to have gone before the development control committee of Milton Keynes Council tonight (June 14).

Bedford, Luton and Northampton will benefit if the 'street presence' required by professional services firms in Central Milton Keynes disappears, argues Theo Chalmers
I AM aware that my column in Business MK has recently been a lot to do with trees, and saving them, and not a lot about business, the raison d’être of this organ. Not only that, but I understand that several people who really ought to know me better have started calling me a tree-hugger.So, in an effort to get back on track and stop those ugly tree-hugging rumours, I’m turning my attention to issues facing businesses in Milton Keynes and its surrounding areas.

Theo Chalmers celebrates the first success of the Urban Eden campaign.
URBAN Eden - the movement I started almost accidentally to promote a sustainable extension of the original masterplan for Milton Keynes - has had its first success. We appear to have forced Milton Keynes Partnership to admit that it does not know what the situation is with the trees in the city centre. While accepting that "trees will require removal", MKP proudly trumpets that it has "recognised for some time that a robust programme of tree conservation and maintenance is required".

NEW development planned for the city centre may mean the loss of existing trees but the long-term aim is to increase their number throughout Milton Keynes.
Planting and landscaping are required to feature in plans for all new developments, said a Milton Keynes Partnership spokesman. However, removal of trees was not unprecedented. Some had been removed to accommodate Xscape in the late 1990s.In a statement, MKP defended its appointment of natural resource consultancy RPS to carry out a full audit of trees in the city centre.

Milton Keynes Council leader Isobel McCall (pictured) gives her response to criticisms by the Urban Eden group of the expansion plans for the city
AS LEADER of Milton Keynes Council and a member of the Central Milton Keynes Board responsible for delivering the next phase of development of Central Milton Keynes, I welcome the current debate about developments in our city centre. It is disappointing, however, that the debate up to now has been based around fiction and not fact. The original plans for Central Milton Keynes may have been excellent when they were drawn up 40 years ago but life moves on and those who are leading the city forwards in 2007 are faced with an entirely different context to work in.

ICELAND’S leading telephone company and mobile phone network has acquired Bedford-based mobile phone service provider Aerofone.
The move by Siminn reflects the rapid overseas expansion of leading Icelandic companies. The deal will see Aerofone’s headquarters in Manton Lane remain and expand, said chairman Jo Marks (pictured).

The deal, she added, would take Aerofone to the forefront of the information and communication technology industry.

She said: "When I saw how advanced Siminn were in ICT solutions and converged telecoms, and the extensive resource and investment that they planned to bring to the UK, I knew that this would be a superb opportunity and partner for Aerofone.

THE FIRST quarter of a new year is a great time for strategic planning: an opportunity to assess progress made last year and to set new targets that will take your business to the next level.
But, as well as looking at boosting sales, recruiting or making an acquisition, it is also important to look at some of the external factors influencing your operation. One of the key areas for consideration has to be pensions and how they will affect your business throughout the coming year.My professional opinion is that the problems associated with final salary pension schemes are likely to continue and will weigh heavy on UK businesses in 2007.

I MET recently with a group of influential business leaders from public, voluntary and private sectors. My brief was to answer questions and advise on any public relations issues they faced in their own companies
I had no idea what to expect or what type of issues they were individually faced with. It turned out to be a fascinating example of the diverse range and depth of situations and issues that companies experience that require managing by their public relations teams. My article this month comprises a précis of the key and most common issues faced by these particular businesses and many others:‘We have to differentiate our business and our services from that of another organisation with a similar name.

Mr Sheldon (pictured), a veteran of thousands of computer investigations into everything from intellectual property theft and fraud to child pornography and terrorism, said it was vital that companies had a policy in place to deal with the threats they faced.

Theo Chalmers reflects on the first meeting of Urban eden, the group set up to promote a sustainable extension of the original master plan for Milton Keynes.
Urban Eden has had its first meeting, attended by a far better-than-expected cross-section of concerned citizens, including many who’ve been involved in its development and foundation. One of our tasks was to determine what our priorities would be. After discussion, it was agreed that we need to concentrate on the following to make sure that we don’t sleepwalk through the planned rape of Milton Keynes by powerful vested interests determined to suck our beautiful city dry.

I’ve had e-mails of support and offers of help for Urban Eden. Here’s some examples but I’ve not been able to contact everyone to ask permission to use their quotes, so I’ll mostly use first names only.

Theo Chalmers reports on local reaction to his comments on the changes – not for the better, in his view – planned for Milton Keynes.
OH MY GOD, what have I done? Last month I wrote, more out of sadness than anger, how Milton Keynes, a city designed from scratch to be an urban Eden and admired world-wide was being deliberately ruined in the name of profit and misguided social engineering by central and, to some lesser extent, local government. It seems I’m not alone. From the letters, e-mails and countless conversations I’ve had, it seems that the groundswell of opinion is growing.

Theo Chalmers argues that the plans for Milton Keynes will mean that the character of today’s city could be lost forever.
JUST over 40 years ago, secret plans were being laid to build a new city in the fields of North Bucks. A plan so bold that, upon delivery, it would subsume three towns, several villages and thousands of fertile acres in the valleys of the River Great Ouse and its tributary the Ouzel. One of the key reasons that this particular site was chosen was transport. The new city would be on the M1.
